you have two tenants tied to the same email, and the inactive one is blocking your login. the 'tenant lifecycle' error means your original azure ad tenant was automatically deleted due to long term inactivity.
when you created a new account with the same email, it made a new, separate tenant. that's why you can only log in using the new account's specific url it bypasses the dead tenant.
based on your description, here's how to fix it. you need to tell azure which tenant to use by default.
after you log in using the new account's url, go to your microsoft account profile page. look for a section called 'organizations' or 'accounts'. you should see both your old (inactive) and new tenants listed. you can usually set your new tenant as the primary or default organization from there. this tells the login system which one to use when you just go to the main portal.azure.com address.
if you can't find that setting, you can always just bookmark the direct url to your new tenant's azure portal. it will look something like https://portal.azure.com/yournewtenantname.onmicrosoft.com.
you're not locked out; you just have a dead tenant confusing the login. either set your new tenant as the default in your account settings, or bookmark its direct portal url.
