I cannot start my Power BI Embedded capacity. I get the following message: The PowerBI Embedded capacity start request failed. undefined

I just figured out the problem is specifically with SKU A1 in Region West US 3.

I cannot turn on the capacity in A1, I get this message: The PowerBI Embedded capacity start request failed. undefined.

However, I can turn it on in A2, but when I try to migrate to A1, I get this message: Failure scaling Power BI Embedded <capacity_name> from 'A2' to 'A1'.

Same problem when I try to create a different capacity. Other regions or SKUs can be deployed, but SKU A1 in Region West US 3 gets an error.

I have a critical tasks that must to be run now, so the only way to have the capacity turned on is with SKU A2, but the price for it, is double than the one for A1, and cost is a big concern for us. We shouldn't be forced to use and pay for A2, when we need A1. Anyone experiencing the same problem? Any idea of when this will be solved?
