Atheros and Teredo drivers both failing, yet code 10 admin disabled locally message

I've followed instructions for changing the DWord value to 0 for problems with the Teredo IP6 tunneling adaptor in windows 7. Unfortunately despite this, I'm getting error code 10 and the message that Admin has disabled it locally. I'm the admin and I can't get my head around what this is about. I certainly did not do that manually. I'm also dealing with Atheros device also failing, despite it having the correct and best drivers. I have no bluetooth as a result of this mess. Even the Windows updates failed when it came to the Teredo tunneling virtual adaptor, it specifically mentioned it in the final comment. I need win7 due to having to run specific software for a vinyl cutting machine that runs on Vista legacy software, but cannot transfer anything via bluetooth. Makes it all rather slow, but unecessarily so.
