It works for me. I see my contact lists and when I add one to the To field, then tap it, it expands to the individual addresses.
If you open https://outlook.live.com/people, select All contact lists, then the list itself, do you see the members?

Click the To button when you open a new message and you should see all your contacts, including the contact lists. Select the list. After that, it should show up when you start to type it in the future.

2025-09-26T23:45:24.2533333+00:00 When I selected the contact list that had 48 contacts, it reported 0 contacts. I was able to see the contact lists and select them but the ones I just created came back with 0 contacts even though when I go to the contact list in people they list the contacts that are in the list.
I wonder if outlook.com is not showing the list because it thinks that the contact list is empty!
