Can't deploy o3 deep research model in Azure AI Foundry despite granted access + correct region

I've applied for and received access from Microsoft's Cognitive Services team to Azure OpenAI Service with o3 deep research model. I'm following the onboarding instructions provided to me at free.blessedness.top (source below). but I'm unable to deploy the o3 deep research model.

What I've done so far:

created a resource group in Azure Portal for the supported region (Norway East),
Created and added the Grounding with Bing Search resource to the same resource group,
Created a new Azure AI Foundry project for the same resource group and region
Trying to deploy the required models from the model catalog (4o and o3-deep-research), but I can't click confirm to deploy the o3-deep-research model despite it showing up in the model catalogue

What am I missing?

Please share the application id and Subscription details if you are not able to deploy the model in above region too.

Hello,

Welcome to Microsoft Q&A,

o3-deep-research is only deployable as a Deep Research tool in the Agents platform (not as a regular “model endpoint”). In Foundry, go to Agents → Tools → Deep research → Create deployment. If you try from the generic Model Catalog “Deploy” flow, Confirm often stays disabled.

It is not available in the Azure OpenAI Chat Completions and Responses APIs.
The parent AI Foundry project resource and the contained o3-deep-research model and GPT models must exist in the same Azure subscription and region. Supported regions are West US and Norway East.

Divyesh , I have deployed the model in a project as per the instructions on the learn microsoft page. but the problem is when i open the model in playground, and run a query, i get this message - BadRequest: Model o3-deep-research is enabled only for api versions 2024-12-01-preview and later | Apim-request-id: dc1552a0-02e3-4800-bedb-96e7e2eb0e83. The model i have deployed is 2025-06-26 version and thats the only version available to select when deploying. can you help me understand this issue and why i cannot run a prompt on this model ?

Hi Holalkere, Prakash,

o3-deep-research is not a normal model endpoint. It’s a Tool in the Agents platform. In Azure AI Foundry, go to Agents → Tools → Deep research → Create deployment, not Model Catalog → Deploy. The Confirm button staying disabled in the generic Model Catalog flow is expected.

Playground “BadRequest … enabled only for api-version=2024-12-01-preview or later” means you’re invoking it through the Chat Completions/Playground surface, which uses an older API version and isn’t supported for this tool. Deep Research runs via the Agents SDK/REST with 2024-12-01-preview or newer. Update your client/API version or use the Agents SDK samples.

Region & resources: Only West US and Norway East are supported today, and your AI Foundry project, o3-deep-research tool, GPT-4o clarifier model, and Grounding with Bing Search connection must live in the same subscription & region.

Try to call it via the Agents/Projects SDK (not the Playground). Be sure the underlying OpenAI client is set to api-version=2024-12-01-preview or later when it executes the run. Many tools default to older versions; override them or upgrade the package.

Why the Playground run fails for you (even though you picked “2025-06-26” model build): the model build date ≠ API version. Playground uses the Chat Completions surface, which doesn’t support o3-deep-research; only the Agents Deep Research tool does.
