I need to know if .Net is free or requires license, I need to install in 27 million pcs.

    There is a nit for .net 4.* framework. It is licensed as part of the windows O/S, so it requires the pc be running a licensed version of the windows O/S.

    the .net core framework is open source, free, and not tied to an O/S license.
