Allow persistent keyboard layout setting for Azure Bastion connections

Currently, when connecting to a virtual machine via Azure Bastion, users must manually select the keyboard layout (e.g., German QWERTZ) in the connection settings for each session.

It would be highly beneficial to allow users to set a default keyboard layout in their Azure account or profile, which would be automatically applied to all Bastion sessions.

This feature would improve usability and reduce errors for international teams working across different keyboard standards.

Ideally, the layout could also be passed via URL parameters or stored per user/session.

    Hello PAATM-2748

As of now, Azure Bastion allows you to manually select the keyboard layout each time you connect. This setting is available within the Azure Bastion connection settings interface under the Session Settings.

However, there isn't a native way to automatically set the default keyboard layout for all users or sessions.

Azure Bastion’s session URL is primarily used to establish the connection to the target VM, and it doesn’t natively allow for passing things like keyboard layouts or session preferences directly through the URL.
