We checked internally and our team has temporarily disabled the ADLS Gen2 upgrade feature to investigate a partial data inaccessibility issue reported by a recent customer. Our internal team is working to resolve the issue, but unfortunately there is no ETA at the moment.
Till the time this issue is fixed from our backend, as a workaround you can create a new ADLS gen 2 storage account and move your data from blob storage to ADLS gen 2.
