no active x popup for microsoft update v6 site on all my pcs

so since this thread about windows update never got any replies or updates about a fix id need to use microsoft update to update my machines instead, but when loading the microsoft update v6 site i dont get the popup for allowing active x, meaning i cannot continue with the updating process. is this a server side issue of not being sent the activeX file?

i tried this on3 machines, an xp sp3 p3, on windows 7, and on windows xp on a thinkpad, none of which even gave the popup. my user has admin rights and i never touched the internet settings related to activex and related

anyway this is crucial for my old pc to receive its available critical updates. please help me with this. microsoft can not neglect crucial components to their update service like this.
