You will need the original installation disc, unless you have previously associated your product key with a Microsoft account, in which case you install from the account at https://account.microsoft.com/services.

There was no disc in the box. It was downloaded from Microsoft but does not appear on my account.

I purchased it years ago at Staples.

Try https://setup.office.com. You will be prompted to sign in with a Microsoft account. See what happens when you enter the key; maybe it will be possible to associate it with the account from which you can then continue the installation.

If it works, then fine. Otherwise, you have likely lost the product.

The challenge is that Office 2013 is no longer supported by Microsoft.

It is not allowing me to install it since it was already installed. It will not let me reinstall it. They just want me to get Microsoft 365.

If Publisher is in fact installed, you should be able to start the program from the Windows Start menu. Click the Windows Start button on the taskbar and then start typing publisher. Do you see the program listed? If you see it, does it start when you click it?
