How to correct clear tpm when complete resetting?

I have an old hp laptop, I hadn't used it in forever and decided to do a complete restart (i.e. deleting all files apps, etc.) After it all loaded once I restarted it through the shut down feature, it gave me a neon blue clear tpm prompt, when I tried to press f1 to confirm it, it gives a short beep (per key) each time I press a key and doesn't allow me to allow the prompt to continue to clear it.

    Instead of just F1 try Fn + F1

    Enter the BIOS find Action Keys Mode → set it to Disabled → Save and restart.

    Force shutdown by holding the power button for 10-15 seconds.

    Remove the battery...wait for 30 sec-reinsert.
