Unable to enroll android & create a work profile using Intune. Device might not support work profile creation OnePlus 13

I am trying android device enrollment using Microsoft Intune Company Portal. Unable to setup work profile.
I went into settings -> security -> installation sources -> and allowed company portal access. I also went into settings -> security -> device admin apps -> and activated/granted admin access to Find Hub, Company Portal, Authenticator & Link to Windows, these 4 applications. Still no luck.
Can someone please help with to find what's the exact issue?
Device details:
OnePlus 13 & Android v15
Error: A work profile can't be added to this OnePlus 13. If you have questions connect your IT admin. We are unable to setup work profile. If problem persists, contact your support person because your device might not support work profile creation.

Here are some troubleshooting steps you can take:
1.Remove Partial Work Profile and Retry: It’s possible a partial work profile was created before it failed. Go to Settings > Accounts (or Users & accounts) and remove any Work Profile you see. Then try the Company Portal enrollment again.
2.Enable Passkey Support- Go to Settings > Passwords, Passkeys, and Autofill
- Switch to the WORK tab
- Set Preferred Service to Authenticator
- Enable Authenticator and disable other services
Open Authenticator in the Work Profile → Tap your Microsoft account → Tap **Create a passkey
- Ensure Latest Updates:** Keep your OnePlus 13 updated with the latest system updates
