I've never received a product activation key for this order. I tried downloading it but I could not activate it. I need to redownload an ISO image and a product key in order to activate this when I receive the parts to the computer I was building.

If you go to https://microsoft.com/software-download/windows10 for the Windows 10 ISO or https://microsoft.com/software-download/windows11 for the Windows 11 ISO, you can generate a download link on your own and then you can install Windows that way.
If you set up your PC with the Microsoft account that you bought the license with, your PC should automatically activate. If it didn't, check the Activation Troubleshooter at Settings > System > Activation.

Could it be that you've bought a license in Microsoft Store? Licenses bought thru Microsoft Store are tied to hardware used for purchase and cannot be transferred. This is Microsoft policy and Microsoft decision due to technology used for such licenses activation.
This limitation was stated during purchase procedure but not clear enough unfortunately.
