cant get wifi inabled it stays disabled

ive been trying to enable my wifi it stays disabled .i can tether to get on the internet . but no wi fi any other way. its a" ralink RT5390 802.11b/g/n WiFi Adapter."its a compaq presaria CQ57. ive changed out the hard drive an reinstalled windows 7.

    Does your computer is - Desktop or laptop - Loaded with Wins 7 isn't it,.?

    This troubleshoot may work, for both type of computers-- click Start >> Control Panel > Network & internet >> Network and Sharing Center >

    on left side - under "Control Panel Home" click on [Change adapter settings]

    Look for the << Wireless Network Connection icon >> if the line underneath

    shows “Disabled“ then Right-click on >> Wireless network card and select “Enable”
