display settings not loading

my display settings wont load when i click on them, this is the only settings tab that has this problem

Has there been any follow-up from Microsoft? I have a two-monitor setup and need to adjust my display settings. This issue persists after the August update, the September update, and I've already tried the instructions from 'Tin Luna' with no success. Any assistance would be appreciated.

I just saw the notification about any follow-up, and I had already replied to the original post about the fix, I guess it needs to be here for all to see:

We have the same issue, since we have tried almost everything as well, including what "Tin" mentioned, and even trying to restore the version of Windows\ImmersiveControlPanel folder from Win11 ISO, we even had a workaround which was to install Intel Graphics Command Center and use the Display settings tab there because it worked, but the whole issue was CDPUserSvc that was a group policy set to disable/stop this service, once enabled and set to automatic start, it worked.

This obviously was not needed before a recent Microsoft update.

This is the registry key: Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\CDPUserSvc

The "Start" REG_DWORD must be set to a value of "2", doesn't matter if you select hex or decimal, just enter a "2" in order for it to automatically start.

That's it.

Ah thank you for your response! I wish this would have fixed things. This registry entry for me is already set to '2'. So I'm still trying to figure out how to adjust my display settings when They won't load. Thank you for the suggestion though. I Hope someone would be able to offer insight!

Are you 100% you are looking at the CDPUserSvc and not CDPSvc?

Just wanted to add to this, that some users also need the CDPUserSvc_XXXX (where XXXX is a unique set of alphanumeric characters that differ on every computer) set to 2 for Start, but it varies because for example on some of the computers we manage we only changed it for the CDPUserSvc registry entry and not the one with alphanumeric characters after Svc, and some worked and some didnt, but these two registry settings were the only thing changed that fixed it, the deletion of the windows.immersivecontrolpanel is just like an extra thing to do just in case.

We started having this problem (opening Settings/Display) after the Windows 11 August update for Enterprise. Every model of Dell that we have is having the issue. Tried BIOS updates, graphics driver updates and nothing seems to work.

You open it up and a blue circle just spins. You can click within the blank page and items do show up but its a crap shot what will come up. Been working on this most of the week and its stopping our Windows 11 migration until we get this figured out.

Note: Installing the September update didn't fix the problem. I think a lot of other users are having this problem but it hasn't been reported enough to rise to the top.

May I know when did the issue start? Is there any changes made before you got this issue?

Kindly send the version or build of your Windows (Please press Windows key+R and type winver and hit enter)

Kindly check and follow the steps below:

Please click Start menu and type CMD, right click on it and choose Run as Admin, please paste the command below and hit enter.

DISM.exe /Online /Cleanup-image /Scanhealth

DISM.exe /Online /Cleanup-image /Restorehealth

Please wait for it to finish and repair the system files.

Once done, please paste the command below and hit enter.

sfc /scannow

Please wait to finish.

Check if the issue persists.

Right click on start menu and choose Task Manager Click Details Tab and end the task of explorer.exe Then click Run New Task and type explorer.exe and hit enter.

Please check if the issue persists.

Let's reregister or Reset the Settings App Please click Start menu and type Powershell, right click on it and Run as Admin. Please copy and paste the command below and hit enter. Get-AppxPackage windows.immersivecontrolpanel | Reset-AppxPackage Please check if the issue persists.

Hi. I have the same problem. Win 11 newest build and update. Tried all of the above but the problem still exist. Display settings card show only spinning circle. The funny thing is that I can click the empty space and sometimes I'm activating options.

I observe exactly the same behavior on fresh install of W11 24H2 Home and Pro editions. None of the above suggestions did solve the issue

If you already deleted the %localappdata%\Packages\windows.immersivecontrolpanel_XXXX and made the registry change to the CDPUserSvc AND CDPUserSvc_XXXXX (both of these should have Start set to 2), you can try the graphics card control panel of your built-in graphics card, for example if you have an Intel or NVIDIA GPU you can use their respective control center software to work around the display settings.
People asking this question need to also say if they are in a domain environment or if its their personal computer because local admin users should not exhibit this issue, thus if the registry setting doesn't work, and you are 100% sure you are doing exactly as it says for the CDPUserSvc and CDPUserSvc_XXXX and not in a domain-joined environment, you can set up your monitors/displays as you want while using the local admin account where it should work, then export the registry setting that controls the monitor settings you have (HKCU\Control Panel\Desktop\PerMonitorSettings), and then sign in as the user that doesnt work and import them to merge.

I've just noticed the same on my Microsoft Surface Laptop 5, Windows 11 25H2.
Blank display settings, blue spinner, can click in the blank panel and access some of the lower settings.
Interestingly it works fine for other local user accounts on my laptop, just not my main user account.

Have the same issum on my Asus ExpertBook.
The Intel Control panel works.
But you can't set all the settings from there
(like scaling, resolution etc).
Hope anyone can find a solutoipn for this.
I will NOT do another in-place upgrade
(seems like that is all I do these days).

Hello!

Thanks for following up. I did not find any GPOs tied to CDPUserSv, the service is running on all affected machines. The display settings loads the first time the domain user signs into a laptop. On the next restart, display settings no longer works and wipes out the "HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\CloudStore\Store\DefaultAccount" registry key. Any suggestions is greatly appreciated.

How did you check for the GPOs applied on that affected machine? (be specific if it was via a command)
Can you show me a screenshot of the following registry key while signed in as a regular user on the affected machine?
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\CDPUserSvc

With regards to that CloudStore registry, I know it has to do with Microsoft accounts, but since this is a local machine setting unless you have Intune changing settings from the cloud, I have no idea why that would be affecting anything with Connected Devices Platform Services, and I stand by again explaining that the issue stopped right after the change of CDPSvc and CDPUserSvc from Start of 4 to 2 (whether via a GPO or direct registry edit), if you change it manually but then after restart a GPO applies and turns Start to 4 again, then it wont work.

Hello!

Thanks for the follow up again. I checked the GPOs by running a cmd to dump the gpresult into an .html file. The issue with display settings spinning is only occurring when signed in under a domain user. On the first sign in, display settings, night light mode work and registry keys show, after a restart these entries disappear as I mentioned in the first comment. These keys under CloudStore is what make display settings work. I checked via services & registry editor for the CDPSvc & CDPUserSvc & both are showing values of 2 & automatic startup for these services. Also verified with our networking team (who sets the GPOs) that there are no GPOs affecting this. Additionally, this is not an issue with all users at my organization, only newly deployed laptops. To fix it long term, we are re installing Windows for our image, but would like to know how to remediate this for all the users currently experiencing this issue. In addition to what I have mentioned, I have tried multiple file cleanup methods, BIOS updates, graphics drivers updates, & many more with no luck. The solution was to find the services in the registry (they did not appear in the services list) and set them all to auto-start. This registry file fixes it for all my PCs:
