M365 Developer Subscription - Not able to link to VS Enterprise subscription

Hello, I have had a 'Visual Studio Enterprise (MPN)' subscription for a few years now. I do have a linked Azure subscription, and use the Azure credits that come with it. I would also like to be able to use the E5 licenses that come with the M365 Developer program. However, I have never been able to link my VS Enterprise subscription to my M365 Developer subscription. As a result, if I don't use the M365 subscription, it will expire after 90 days.

My understanding from the Microsoft documentation is that I should be able to associate my VS Enterprise subscription with M365 Dev, and that my M365 Dev subscription will automatically renew. However none of it seems to work for me. On the VS Enterprise 'Benefits' page, I see several cards for offers I could activate, but 'Microsoft 365 Developer subscription (E5)' is missing. And in my M365 Dev Dashboard under Settings -> Linked Accounts, I have the option to link GitHub only - the option to link to a VS subscription is again missing. None of it matches what is described in the article I linked, or any other documentation I can find.

I feel like there is just something wrong with my account - every time I think I might have it working, it expires on me again. Would anyone have any advice for me on how to get configured properly?
