If you mean the app store then yes, Microsoft has allowed existing apps to remain working but updates to those apps only will apply to the Windows 10 version as I understand it. Microsoft Store Support To End for Windows 8 and 8.1 Apps -- Redmond Channel Partner (rcpmag.com) Here is a link explaining this which happened back in 2018.
Has the Microsoft Store shut down on Windows 8.1?
On my old computer, I had Windows 8.1. After 5 years I opened it and had a big surprise, it worked, except from the Microsoft Store. I tried reinstalling it 3 time, the result was the same. Followed all the YouTube videos but nothing worked. Is the Microsoft Store shut down on Windows 8.1? Thank you!

Update to Windows 8.1 from Windows 8
Beginning in July 2019, the Windows 8 Store is officially closed*. While you can no longer install or update applications from the Windows 8 Store, you can continue using those already installed. However, since Windows 8 has been out of support since January 2016, we encourage you to update to Windows 8.1 for free.*
