Why is there a scam app being allowed into Microsoft Store?

I bought a new laptop and wanted to transfer my apps and files, from my old hp laptop, to the new one. So, I went online searching what are the ways available for doing this. I came across EaseUS Todo PCTrans (an software to make transfer between PCs), but then I was worried if it is trustable to use as it is not a product that is put on shelf in Mircrosoft Store. [ People always say that the safest way of downloading apps is from Microsoft Store, not other unknown platforms. Hence, I clicked into the Microsoft Store and look for apps that could do transfer and I found this app called PC to PC Transfer. I COULD'NT BELIEVE IT IS A SCAM. I BOUGHT it for RM19.50, installed it and try using it. IT IS USELESS AND CANNOT PERFORM ANYTHING. It only shows 3 pages and transfer time 1 hour 40 minutes no matter what you click and there is also limited buttons that perform well.

Of course I am pissed that it is a scam app, but what I am more afraid of is whether it contains virus that may harm my new and old laptop as I downloaded on two of them (shown by the app that I am require to select the PCs as Source PC and Target PCs)

So here are my few concerns and things I want to emphasise on:

  1. Users trust that Microsoft app is the safest platform that they could get reliable apps, but I am really disappointed by it, why such scam app could be put on shelf without anyone noticing it? Microsoft store should tighten their filters before letting apps to go on shelf.
  2. I would like to get a refund of my money. I knew it was mentioned clearly that a refund is not allowed after purchased, BUT I DID NOT RECEIVE THE EXACT PRODUCT, WHAT I RECEIVED IS AN EMPTY SHELL. The rule 'not allowed to refund' only applies for customers that got their product what I got IS SCAM.
  3. Will there be possiblities that this PC to PC Transfer App contains virus? Both my laptops are working normal now, but I dont know if there are any virus that could be dormant. Please provide ways to check or ensure my laptop is safe.

You may think that I am overthinking, but I bought a new laptop is for my oversea studies, which means I may need to perform transactions oversea using laptop and storing important documents, so I WANT TO KEEP IT AS SAFE AS POSSIBLE. This incident has caused so much inconvinience to me, I wanted to restore it to factory state but I had setup all other apps and log into accounts with everything prepared, but just stuck in this thing it cost me a lot of time performing my previous work so I would not want to repeat them but at the same time I AM CONCERN OF MY LAPTOP SAFETTY, all of this would not happen if such inappropriate app is not allowed in to Microsoft Store

I reported the app to Microsoft but got no response.

I am not sure why I could not insert screenshots, but above is the complete situation.

    Microsoft never looks at the Windows 8 or 8.1 forums.
