English Language Interface Pack LIP for Windows 7 not available in Windows Update

I'm trying to find how to install an English language interface pack (LIP) for a computer that has a Japanese base language. According to the microsoft download site, this LIP should be available through windows update, but I don't see it in the optional updates.

    Hi Ronel,

    Language packs for Windows 7 are only available for the Windows 7 Enterprise and Windows 7 Ultimate editions. You would have to upgrade to either editions of Windows 7 to be able to get the language pack you need. Upgrading Windows 7 is explained by Andre Da Costa on this page.

    Hi Ruz,

    Good day.

    I know that Language Packs (LPs) are only available for Ultimate and Enterprise editions of Windows 7, but I thought Language Interface Packs (LIPs) can be installed for any edition of Windows 7.

    I says so right here: https://support.microsoft.com/en-ph/help/14236/language-packs

    And it also says the English LIP can be a installed for any base language through windows update.
