Windows 11 Feature Update no longer working from Intune Feature Update Policy

Hello, I have been troubleshooting this for weeks now. Up until about 5-6 weeks ago Windows 10 computers (22H2) are no longer receiving the feature update to Windows 11 23H2. They were previously updating steadily and just stopped. I have created a new feature update policy and new group with only my test system as a member and it is also doing the same thing. We do have a hybrid-joined environment, but I have entra-joined my test system to rule out any conflicting GPOs. It meets all requirements, but it seems not to be offered the feature update from Intune. The feature update report states that the test system's Update State = Offering and the Update substate = Offer ready but it will not progress from this state. I have been referring to this troubleshooting article, but still haven't come across a solution. Appreciate any help on this!

So on the next day after posting this question, the feature updates started to be offered again to the clients. Previously I had recreated the Windows 11 23H2 Feature Update policy and created a new Entra group but the feature updates still were not being offered a week later when I had posted the question. So I am not sure what changed, but they have now start up again. Thank you!
