Default Windows Update behaviour with NO Intune Update Rings Configured

Hi, Apologies if this was in the docs somewhere, but I couldn't find it in the main Intune Update article (although I do know how MS likes to hide things...). May seem like a simple Q but is a critical one to confirm in the docs explicitly.

If there are no update rings policies present (or there are some policies that only target say a subset of the devices in the organisation) will all of the other, non-included devices across the org NOT receive windows updates automatically?

i.e. will updates only be installed manually by the users if/when they feel like it? (i.e. if the user goes to Windows Updates & clicks "Checks for Updates" themselves?).

    If there is no Intune, no Settings Catalog, nor Group Policies configured, Windows OS will be using its built-in default behavior. I believe the default behavior is to Automatically Install and Prompt for Restart but can't be sure. This situation could vary though.... depending on device history, so you should not rely on the default behavior. Is there a reason why you can't set Intune settings to devices, or GPO?
