AADDS Secure LDAP setting is greyed out

I am unable to update my soon to be expired SSL certificate on my AADDS domain because Secure LDAP is greyed out. I have been given the Owner role for this domain by the account owner, but apparently "Owner" does not actually mean I can do anything. How am I able to update the certificate?

@unintendedmsdn Please check below things:

Make sure there is no Deny Assignment for your user account. Deny assignments block users from performing specific Azure resource actions even if a role assignment grants them access. Please find more about deny assignment here: Understand deny assignments for Azure resources
Assign Global Admin directory role to your user account. Refer to Assign administrator and non-administrator roles to users with Azure Active Directory
Once you have Owner Role on the resource and Global Admin directory role, try to configure the Secure LDAP setting.
