GPU not running at 100% in games

My laptop's specs:

i7 11800H

rtx3050 4gb

16gb 3200Mhz ram

when playing any games, with 3D environments where the rtx gpu is required, the performance from the gpu is so much lower than expected. In all games with 3D environments, like elden ring, red dead and even twd telltale, my gpu utilization never goes above 70, it averages about 50%, and in the telltale game, it even switches to the igpu. However, when running the uningine heaven benchmark, the gpu runs at 100% usuage constantly.

I dont think its a CPU bottleneck because CPU usage is not at 100% ,its closer to 30-40%, which is also pretty low as some of these games are pretty taxing on the cpu. RAM usage is pretty high, though, sitting close to 90%

I have changed power plans and adjusted settings in nvidia control panel. im using latest drivers and have tried DDU for complete reset of drivers

How to increase gpu usage so that i can actually use the graphics card when i need it, in these games?
